Minutes of Bramley Parish Council
held in the Village Hall on Monday, 21st June 2010 at 7.30 p.m.

 

 

Parish Councillors present were:

Also present were: The Clerk, Borough Councillors Ranil Jayawardena and Rhydian Vaughan and 11 members of the public.

Minutes of the last meeting

 

 

 

 

The minutes of the meeting on May 17th 2010 having been circulated were agreed as a true record. Proposed by Cllr. Ferguson and seconded by Cllr. Douglas.

Annual Accounts 2009/10

 

 

 

 

The annual accounts were approved and the Statement of Accounts was signed by Chairman Richard Wood.

 

 

 

4.2

Review of Effectiveness of Audit

 

 

 

 

Following instructions from the Audit Commission, Councillors Tottenham and Wood had agreed a process for the Council to Review the Effectiveness of Audit. Templates had been agreed and Council were asked to approve their use. Cllrs. Wood, Tottenham, the outgoing Clerk and incoming Clerk would meet to complete the process and report to Council for its approval.

The statement of assurance was read to Council by the Chairman. Proposed by Cllr. Penfold and seconded by Cllr. Douglas approved by all and signed by Chairman Richard Wood on behalf of the Council.

German Road Development

 

 

 

 

 

 

Cllr. Wood reported he had a positive meeting with Planning Dept. The next meeting with the Developers was due 25th June at which the Developers, Planners and Enforcement would all be present.

SHLAA Consultation

 

 

 

 

Cllr. Douglas reported that he had completed and returned the BDBC survey for this consultation. He briefly advised the Council of his comments and confirmed he would put his written comments in the correspondence folder.

 

 

 

 

 

Borough Councillor Vaughan would monitor the situation but advised it was vital for residents to record their comments.

Transport Highways & Parking

 

 

 

8.1

SLR’s

 

 

 

 

It was agreed that the Council should be more proactive with the statistics provided and Cllr. Wood agreed to speak to Mandy Jewell. Borough Councillor Jayawardena recommended Council consider building a budget reserve for traffic calming measures which may then be matched by Hants CC. All Bramley residents were urged by Council to stay within the 30mph limits. Mandy Jewell had requested that Council consider placing an SLR along German Road leading to the new development. Clerk to investigate. Costing’s for the SLR’s had been circulated and it was confirmed Sherfield on Loddon were continuing for a further six months. Cllr. Wood proposed that Bramley should continue for a further six months, seconded by Cllr. Penfold, agreed by majority 4-1.

Environmental Matters

 

 

 

 

9.1

Clift Meadow Swings

 

 

 

 

 

Cllr. Ferguson confirmed he believed the swings were to be installed week commencing 28th June.

 

 

 

 

9.2

Pond Update

 

 

 

 

Cllr. Payne had relayed a message that a volunteer working group were to carry out further clearance work at the pond on June 23rd. BDBC had agreed to remove the rubbish.

Co-Option New Parish Councillors

 

 

 

 

 

Following interviews it was announced that Janice Spalding and Dalton Hopkins would be invited to become Parish Councillors. They would take office at the meeting in July.

 

 

 

11.0

New Parish Clerk

 

 

 

 

It was announced that Sarah Smart had been appointed the new Parish Clerk and would start on July 1st, training with the current Clerk for one month. As Sarah was due to be away on holiday the first week in August, Cllr. Wood requested that Council approve the payment of two salaries for the first week of August. Seconded by Cllr. Ferguson and agreed by all.

Parish On-Line

 

 

 

 

 

This item was carried forward to the July meeting as Cllr. Payne was not present to explain the benefits.

 

 

 

13.0

Donation requests

 

 

 

 

13.1

Sing Bramley had requested a donation toward the cost of a new keyboard, speakers and accessories. Mr Dorian Edwards explained the requirements and answered questions raised by Councillors. Cllr. Ferguson agreed to ask Clift Meadow Trustees if they would also support the request as it may be possible for the equipment to be used at Clift Meadow events. A donation of £400 was proposed by Cllr. Wood, seconded by Cllr. Penfold and agreed by all.

WI had submitted an application for £100 towards the upkeep of the Millennium Garden. This was proposed by Cllr. Ferguson, seconded by Cllr. Wood and agreed by all.

Parish Plan Update

 

 

 

 

Cllr. Penfold gave an update. She had attended the Summer Fair at which they had a stall; approx. 100 responses had been received from the questionnaires that had been circulated with the last newsletter; she would feedback when the analysis was available. She would also clarify an action point on the Parish Plan Chairman to clarify a comment made regarding the relationship with the Parish Council.

County & Borough Councillors and Police reports

 

 

 

 

 

No County Councillor report.

 

 

 

 

 

Police Beat Update and Neighbourhood Watch report had been included in the Monthly Correspondence folder.

 

 

 

 

Borough Councillor Vaughan confirmed that Planning Enforcement had been put on hold in relation to the storage container at Clift Meadow, until Planning had met with Hugh Tottenham. He also advised that works would soon start on the demolition of Basing View and the development of the Malls in the town centre.

 

 

 

 

Borough Councillor Jayawardena had constructed responses to the SHLAA consultation. He would welcome comments on the publication Basingstoke Today. He advised he had assisted with the protection of the car parking at Basingstoke railway station and that he had attended an Audit Committee meeting.

Cllr. Wood advised he had attended the Village Hall Trustees meeting. He also advised that the caretaker had resigned.
