Minutes of the meeting of Bramley Parish Council
held in the Village Hall on Monday, 15th March 2010 at 7.30 p.m.

 

 

Parish Councillors present were:

 

 

Richard Wood, Jane Payne, Hugh Tottenham, Philip McCorry, Claire Penfold, Chris Tomblin, Allan Douglas and Rhydian Vaughan

Cllr. Vaughan clarified the situation with BDB/72034, fencing at German Road

German Road Development

 

 

 

 

Cllr. Wood confirmed the notes from the most recent site meeting had been placed in the correspondence folder. It was likely that the April meeting would be the last with the Site Manager before he left the site.

Transport Highways & Parking

 

 

 

8.1

Highways Feasibility Study

 

 

 

 

The public consultation took place on March 10th. Hampshire Highways would be collating the information gained and would advise the Council of its’ findings. Clerk to ask for a copy. The Clerk would put details of the information links on the website for those who had been unable to attend.

Cllr. Douglas expressed his disappointment at the lack of proposals for speed reduction at the Bramley Corner/ west side of the village.

 

 

 

 

Cllr. Payne felt it would be more beneficial if the proposals could be tied into a road/rail strategy for the A33/A340

 

 

 

 

Cllr. Vaughan advised that he had an update on the Village 30 scheme which had been placed in the monthly folder.

 

 

 

8.3

Wheelie Bin Speed Stickers

 

 

 

 

Cllr. Vaughan suggested the purchase of speed stickers for residents of The Street. It was pointed out that no budget had been set for this expenditure. Clerk to review the budget and report the possibilities to the April meeting

Environmental Matters

 

 

 

9.1

Longbridge Road – Village Green Application

 

 

 

 

Cllr. Payne had received some more information and would send to the Clerk for circulation.

9.2

Swing Area – Clift Meadow

 

 

 

 

Cllr. Tottenham advised that the Trustees were still considering the best way forward and had gone back to ‘Monster Play’ and BDBC for further advice. There was concern about the possibility of vandalism from older children, if there were no facilities for teenagers. The next Trustee meeting was the week commencing 22nd March.

 

 

 

9.3

Bramley Camp

 

 

 

 

Cllr. Vaughan advised he had visited the site with Maria Miller MP and James Arbuthnot MP and that he had put a report in the newsletter due out shortly. He was also trying to obtain information regarding late night helicopter flying.

 

 

 

9.4

‘Turn off Engine’ signs at Level Crossing

 

 

 

 

The length of time the barriers are down was causing concern and it was felt that signs advising drivers to turn off their engine were a good idea. It was proposed to consider the purchase of such signs, proposed by Cllr. Tottenham and seconded by Cllr. Vaughan. Cllr. Payne agreed to look into the matter further.

Notice Boards.

 

 

 

 

Cllr. Payne confirmed that the Parish had been successful in obtaining a grant of £5,837 from the Big Lottery ‘Awards for All’ (England) fund. This in addition to the amount budgeted for by the Council would pay for the installation of a new board at the German Road estate and the replacement of the three existing boards, which had come to the end of their life. She expressed thanks to Basingstoke Voluntary Services who had helped her and the Clerk with the application. The new boards were due to be installed the week commencing 22nd March.

 

 

 

10.0

Future Grant/Donation requests

 

 

 

 

It was agreed to draw up future rules and guidelines for organisations requesting grants/donation from the Parish Council. Cllr. Wood agreed to draft some for consideration.

11.0

Amendment to Agenda order

 

 

 

 

Cllr. Vaughan proposed a change to the agenda order to bring forward the reports from County, Borough Councillors and Police. The proposal was dismissed with 6 votes against the idea.

 

 

 

12.0

Community Facility Feasibility Study

 

 

 

 

Cllr. Vaughan confirmed an initial informal meeting had taken place between himself, John Ferguson, Rachel Vigar and Anna Keir with Cllr. Payne also attending. It was agreed that they should attend the next Village Hall Trustees meeting to discuss the matter further. Cllr. Vaughan also confirmed he had spoken to Giorgio Framalicco of BDBC Planning Dept. who would confirm the situation regarding the land behind the Village Hall.

 

 

 

13.0

Review of Financial Regulations

 

 

 

 

Councillors had been requested to consider any amendments necessary. None were proposed and the Regulations remain unchanged.

 

 

 

14.0

Parish Plan Update

 

 

 

 

Cllr. Tomblin gave an update of the work done so far by the Committee. A Communications Officer from BDBC had attended the last meeting and the Committee were putting together a grant application. They had also agreed to set up their own website.

 

 

 

15.0

Annual Parish Meeting

 

 

 

 

The meeting would take place on Monday 19th April before the normal Parish Council meeting. It was agreed the Clerk would invite Stephen Bate, Community Development Officer to address the meeting. Invitations would be sent to other local groups.

Code of Conduct

 

 

 

 

A resolution was proposed to amend Bramley Parish Council Code of Conduct, to include paragraph 12(2) effective immediately.

County & Borough Councillors and Police reports

 

 

 

 

No County Councillor report

 

 

 

 

Police Report – WPC Jewell reported that there was nothing of note so far in March. However outbuilding burglaries were still a problem and residents should be vigilant.

 

 

 

 

Borough Councillor Vaughan reported that he had contacted County Councillor Chapman regarding the situation of Bramley school children being unsuccessful with their first choice of secondary school and that 17 had been given places at Cranborne School well out of the Bramley area. He had also spoken to Maria Miller MP who would take the matter up. Councillor Chapman would also be investigating further.

 

 

 

18.0

Representatives Reports

 

 

 

Cllr. Payne reported that the new footpaths booklet was still being printed but there had been a delay due to an amendment required by Stratfield Saye Estates.

Cllr. Tottenham reported that the Trustees were currently trying to protect the emerging daffodils from damage and that fund raising events for this year were still being considered.

 

 

 

Cllr. Vaughan tendered his resignation from the Parish Council due to his impending house move. Cllr. Wood took the opportunity to thank him for the work and support he had given the Parish and hoped it would continue whilst Cllr. Vaughan was still a Borough Councillor.

Asked if the Council was aware of any planning application regarding Little Dallas, Cufaude Lane and the possibility of other caravans being permanent homes. Cllr.Vaughan agreed to investigate.

She asked if the road study had taken into account the flooding /ice issues under the Cufaude Lane bridge. Cllr. Tomblin agreed to contact Highways via the Clerk regarding this matter.

The field entrance for Scottish & Southern in Vyne Road was flooded in bad weather and she felt pipes were needed to keep the road clear. Cllr. Vaughan agreed to speak to the land owner
