| The minutes of the meeting held on 21st December 2009, had been circulated. Cllr. Tottenham asked for clarification on the statement made by Cllr. Vaughan on page 679 (public comments) relating to the Little Apples Playgroup building site. Cllr. Payne confirmed that it was the opinion of those Councillors present at that meeting, that the Farriers Close site was not the most suitable for the building. The minutes were then agreed and signed as a true record. Proposed by Cllr. Payne and seconded by Cllr. Wood. | |

| Cllr. McCorry asked for clarification of the sponsorship for the footpath leaflets on page 679. Cllr Payne confirmed that the printers, Ridgeway, had agreed to provide the graphics and artwork for no charge and that the Parish Council would be paying only for the printing of the leaflets. | |

| The matter was discussed at length during the Public Comments section (see appendix 1). However Cllr. Douglas asked Cllr. Jayawardena what priority the C32 and school approaches had for being gritted. He confirmed the main A roads were priority 1 and that the important B roads and approaches to hospitals and schools were priority 2. | |
9.2 | SLR Speed Devices | |
| It was agreed that the Clerk would request that the SLR’s are set at 35mph following a discussion with WPC Mandy Jewell, who confirmed that Bramley is on the list of sites to be visited by Hampshire Traffic to check the speeding issues. It was also agreed that Cllr. Wood would speak to Cllr. Vaughan regarding what other alternatives might be available instead of SLRs. WPC Jewell also reported that no complaints were received by the police regarding speeding and that the public should report any incidents to 101, giving details of time of day, location and (if possible) registration numbers. This would contribute to a case for further assistance from Hampshire Traffic. | Clerk RW |

10.2 | Little Apples Playgroup Building | |
| Cllr. Wood read an update from Little Apples advising that their planning application had been submitted but that there were amendments required by BDBC before being accepted. The severe adverse weather conditions had also delayed the matter. The Parish Council would be advised when the application had been submitted. Cllr. Payne asked when the meeting with Cllr. Lewin of Basingstoke & Deane would be re-arranged but as Cllr. Vaughan was not at the meeting this could not be ascertained | RV |
10.3 | Burial Ground | |
| A quotation had been received from the PC’s grounds man to repair the loose headstone discussed at the December meeting. He had advised that there were 6 old headstones not attended by any family which require work and he quoted £30 for each to carry out the works. A quotation had also been obtained from Spencer & Peyton at £125 for one headstone. As the Parish Council had a duty of care to ensure these headstones were safe, the work was approved and the quotation accepted from the grounds man. Proposed by Cllr. Ferguson and seconded by Cllr. 10.5 | Swing Area – Clift Meadow Cllr. Ferguson confirmed an initial proposal had been considered at the last meeting of Clift Meadow Trustees and he was to meet an advisor from Monster Play later in the week. He hoped that approval would then be given at their February meeting. Cllr. Tottenham also advised that other safety, maintenance and insurance issues had to be considered. | JF |

| Two representatives from CRUSE attended the meeting and advised the Council on the roles of the volunteers and explained the funding required for this voluntary work. They confirmed that Bramley residents are seen by them. Cllr. Tottenham proposed a £150 donation, seconded by Cllr. Ferguson and agreed by all. | Clerk |

15.0 | British Legion Land | |
| Cllr. Ferguson called for a study to take place on the possibility of a new Community Hall to be situated on the British Legion land. He suggested a sub-committee be formed on which he, Cllr. Vaughan and another Councillor (to be invited) would sit. He asked that the Council approve an information gathering exercise to include consultation with various village groups including the Village Hall Trustees and the British Legion branch. | Cllr. Tomblin gave an update. A committee had been formed, meetings would be held monthly and it had been agreed to call the plan ‘Bramley Plan’. He agreed to advise the Clerk of the future meeting dates and that the issue of a funding application to BDBC would be discussed. | CT |

| No Police or County Councillor reports. Borough Councillor Jayawardena added to his other comments made during the meeting that he had spoken to Stephen Bate the new Community Development Officer (CDO) and discussed his role which included Bramley as part of his responsibilities. The Councillor also urged all residents that they must call 101 to report issues and instances of anti-social behaviour. | |

| Cllr. Tottenham reported that a ceremony had been held at Clift Meadow for the presentation of a new bench by Eileen Gulston, in memory of her late husband. He also apologised to local residents if the fire alarm had disturbed them over Christmas. | |

Judith Foyle | Commented that the Little Apples site was not big enough and there were insufficient car parking spaces. This would lead to more on road parking. Cllr. Wood advised that BDBC had already taken up the issue of spaces for cars and it would be considered as part of the whole planning application. | |
Anna Walker | Raised the issue of road gritting during the recent severe weather. John Stacey lorries had been fitted with snow ploughs and contracted to clear the main C32 but no grit lorries followed. This left the road extremely icy and the Bramley Lane/C32 junction was very dangerous. She asked if it was possible to co-ordinate the gritting teams more effectively in the event of another similar situation. Cllr. Jayawardena advised that representations had already been made to the County Council asking for grit boxes to be placed at the Campbell Road/C32 junction as well as at Bramley Lane. However the County were reluctant to pay and stated that other parishes had paid for their own. Cllr. Payne asked who would fill the boxes and were they locked? Cllr. Jayawardena advised that the County filled the boxes but they were not locked and that led to the issue of theft by residents to use for their own purposes. Cllr. Tomblin advised that the County were looking to increase the number of boxes from 2,000 to 6,000 and that it was looking for suggestions as to where they should be placed.
