Minutes of the meeting of Bramley Parish Council
held in the Village Hall on Monday, 21st December 2009 at 7.30 p.m.

Parish Councillors present were:

Apologies were received from John Ferguson (away) and WPC Mandy Jewell.

 

 

Due to severe adverse weather conditions apologies were also received from County Councillor Keith Chapman, Claire Penfold, Philip McCorry, Hugh Tottenham, Allan Douglas, Chris Tomblin and Borough Councillor Ranil Jayawardena.

Planning Appeal BDB/71203 at North Row had been dismissed.

German Road Development

 

 

Planning Appeal BDB/70260 had been dismissed. Fence would be removed

Cufaude Lane

 

 

BDBC had served an injunction on the land recently vacated by travellers. It will be re-examined in court on January 19th 2010.

Transport Highways & Parking

 

9.1

SLR Speed Devices

 

 

SLR’s had been booked for six periods of four weeks from January

 

9.2

Earthline Lorries

 

 

The Clerk had written to Earthline regarding the lorries speeding through the village. They had agreed to speak with the drivers. They would also advise the Clerk when the next tranche of lorries are expected to be removing earth from the development.

Highways Feasibility Study

 

 

Hampshire Highways would be consulting with the Parish during the New Year and holding public events to consult residents. No dates had yet been given.

Access for All Capital programme 2010/2011

Little Apples Playgroup Building

 

 

The Council had been advised that the planning application had been submitted.

Burial Ground

 

 

A decision about the repair of a headstone in the burial ground was deferred until the January meeting

Pond

 

 

Cllr. Payne advised that a grant had been applied for from County Councillor Keith Chapman, to pay for the clearance work at the pond

 

11.0

Community Warden

 

 

Community Warden Scheme was to end on December 24th. Two new teams (Community Patrolling Officer and Community Development Officer) had been created. Bramley will not have a CPO but will share a CDO with Sherfield,  Sherborne St. John, Basing, Chineham and Popley

 

12.0

Clift Meadow

 

 

Cllr. Tottenham had sent an update. The Play Area funding matter was in hand and was to be discussed at the next meeting of Clift Meadow Trustees in January. The Parish Council requested a positive answer on the matter before their January meeting.

 

13.0

Budget 2010-2011

 

13.1

A budget update had been circulated to Councillors together with two options to consider. Cllr. Payne asked that the estimated forecast for 2009/10 be amended to show £400 being spent on footpaths, thereby reducing the earmarked reserves to Nil.

Cllr. Wood proposed that Option B be agreed, which gave the option of extending the SLR use if necessary. Seconded by Cllr. Payne and agreed by all present. A copy of the agreed budget is attached in Appendix 3

General Grant & Precept

 

 

Cllr. Payne proposed that the General Grant of £1,100 be applied for from BDBC. Cllr. Vaughan seconded and it was agreed unanimously.

 

 

The Precept had been agreed at the November meeting to the amount of £27,300. The forms for both were completed and duly signed in council by members.

Cllr. Vaughan expressed the need to take the matter forward and have a positive commitment from the Parish Council. It was agreed that Cllrs. Wood and Vaughan would formulate a proposal for consideration at the next PC meeting.

 Cllr. Payne reported that much work had been done on footpaths this year, some of which had been carried out at no charge to the Parish. She had obtained sponsorship for the reprint of the footpath booklets which would cost approximately £400.

Pete Tomlinson

Attended the meeting to comment on the Little Apples/Farriers Close issue. He felt the resident’s main priority was to obtain clarity from BDBC on the landowners consent. Once the application had been submitted objections could be made via the consultation process.

Cllr. Vaughan was fully supportive of the objective of Little Apples and what they wanted to achieve, but that Farriers Close was the wrong place. He felt that the original site behind the school at North Row was more suitable. The Parish Council would await the planning application to make comments but at this stage felt that Farriers Close was the wrong site.
